Understanding Assessment and Property Taxes
Property assessment and property taxation are connected, but they are not the same thing.
Assessment
Assessment is the value assigned to your property for taxation purposes. Property assessments in Saskatchewan are prepared by the Saskatchewan Assessment Management Agency (SAMA) or a registered assessment service provider.
Your property assessment is based on legislated assessment rules and property characteristics such as:

property type
-
land and building details
-
size
-
use
-
location
Taxation
Taxation is the process of calculating the taxes owing on your property using:

your property assessment
-
the provincial percentage of value
-
municipal mill rates
-
applicable mill rate factors
-
any minimum tax or base tax applied by Council
In short:
Assessment determines value. Taxation determines how much you pay.
How Property Taxes are Calculated
Property taxes are generally calculated using the following formula:
Assessment × Percentage of Value × Mill Rate × Mill Rate Factor
Council sets the mill rate annually as part of the municipal budget process.
Tax rates may vary depending on the property class, such as:

agricultural
-
residential
-
commercial/industrial
-
seasonal
Residential Tax Exemption
What is a Residential Tax Exemption?
Certain homes in a Rural Municipality (RM) may qualify for a property tax exemption based on:
-
Where the home is located
-
Whether the resident owns or leases agricultural land
You MAY Qualify If:
-
Your residence is NOT in a hamlet, organized hamlet (OH), or special service area (SSA)
-
You own or lease agricultural land in your RM or a neighboring RM
You Do NOT Qualify If:
-
Your residence is in a hamlet, OH, or SSA
-
You do not own or lease agricultural land
What Counts as Agricultural Land?
-
Farming land (crop, pasture, grazing)
-
Land in natural state
-
Land intended for agricultural use
-
Classified as agricultural on your assessment (Note: Zoning does NOT affect eligibility)
How is the Exemption Calculated?
-
Based on the assessed value of your agricultural land
-
Cannot exceed your residence value
-
Shared ownership = only your portion counts

Land can only be used once for exemption

Only one residence per person qualifies

Assessment Roll and Notices
Property owners receive assessment information through the assessment roll and assessment notices when applicable.
If you believe your property information is incorrect, you should review:

assessment class

assessed value

exemptions, if applicable
Appeals and Questions
If you have questions about:
-
your tax amount, payment options, discounts, or penalties, contact the RM office.

If you believe your assessment is incorrect, you may file an appeal through the Board of Revision. (Note: You cannot appeal your property taxes — only your assessment.)

Find the Net Taxable Assessment on your most recent Assessment Notice. If you're not sure where to find it or have any questions, please contact the RM office and we'll be happy to help.

Select your property's tax class.

Note: If your property has more than one tax class (for example, Residential and Agricultural), calculate each class separately using the applicable Net Taxable Assessment.

Enter the Net Taxable Assessment (numbers only—no $ sign or commas).

Important Note
Changes in assessment do not always mean taxes will increase by the same percentage. Your final taxes depend on Council’s annual budget requirements and tax rates for that year.
