PUBLIC NOTICE
Public Notice is hereby given pursuant to Section 207 of The Planning and Development Act, 2007, that the Rural Municipality of Vanscoy No. 345 intends to pass a bylaw to amend the Zoning Bylaw No. 3/18 as hereinafter provided.
Intent
Proposed Bylaw No. 20-2024 will amend the Zoning Bylaw 3/18 to:
1. Exempt grain bins from development permit requirements;
2. Exempt development on properties along internal subdivision roads from the requirement of a 150-foot setback from the centre of a road allowance;
3. Update the regulations for residential use as a principal use within the A – Agricultural District; and
4. Add a provision for Contractor’s Facilities in the C – Commercial and M – Industrial Districts.
Amendment
1. Section 2 Interpretation is amended by adding the following in alphabetical order:
Contractor's Facility: A property used by businesses that provide off-site services such as construction, landscaping, road paving, and utility installation. It includes areas for the storage of materials, equipment, and vehicles, administrative offices for business operations, and facilities for the repair and maintenance of equipment and vehicles. Additionally, it may include indoor storage and employee facilities.
2. Section 3.3.1 is amended by adding the following subsection:
(9) Grain Bins: Smooth-walled or corrugated cylindrical grain storage containers.
3. Section 4.15 Setback from Centre Line of Roads is amended as follows:
(1) The minimum setback of all buildings, except Municipal Facilities and sites that abut internal subdivision roads, from the centre line of a municipal road allowance, grid road, main farm access road or provincial highway on all sites shall be 46 metres (150 feet).
(2) The minimum setback of Municipal Facilities, from the centre line of a municipal road allowance, grid road, main farm access road or provincial highway on all sites shall be 23 metres (75 feet).
(3) The minimum setback of sites that abut internal subdivision roads shall observe the minimum front yard setbacks as identified in the specific regulation for those districts.
4. 6.2.3 Residential Uses is amended by removing the following from subsection (1):
“that legally existed on June 14, 2018.”
5. Table 6-1 is amended by removing “that legally existed on June 14, 2018.” from Single detached Dwellings, manufactured dwellings, and mobile homes as a principal use and changing the development standards to read as follows:

6. Table 7-1 is amended by replacing all Minimum Front Yard requirements to 3 metres.

Affected Land
The affected land is all Zoning Districts within the RM of Vanscoy.
Reason
To better align the Zoning Bylaw with community needs and support local agricultural, commercial, and residential development.
Bylaw Inspection
Any interested person may inspect the Bylaw at the Municipal Office, located at 300 Main Street, Vanscoy, SK, Monday through Friday between the hours of 8:00 a.m. to 4:00 p.m. excluding holidays. Copies are available through the Office Clerk.
Public Hearing
Council will hold a public hearing on September 12th, 2024 at 9:45 a.m. in the Council Chambers at the Municipal Office to hear any person or group that wants to comment on the proposed bylaw. Council will also consider written comments received at the hearing or delivered to the undersigned at the Municipal Office before the hearing.
