Public Notice is hereby given pursuant to Section 207 of The Planning and Development Act, 2007, that the Rural Municipality of Vanscoy No. 345 intends to pass a bylaw to amend the Zoning Bylaw No. 3/18 as hereinafter provided.
Intent
Proposed Bylaw No. 01-2025 will amend the Zoning Bylaw by adding a provision to allow Digital Billboards within the Rural Municipality of Vanscoy.
Amendment
Section 4.10 Regulations for Signs and Billboards is amended by adding the following subsection:
4.10.6 Digital Billboard Regulations
(1) Digital billboards shall be subject to the following requirements:
(a) Digital billboards are permitted only in the Commercial, Industrial, and Agricultural Districts.
(b) Digital billboards may only be located on a site where a principal use has been established.
(c) Only one digital billboard is permitted per site.
(d) Digital billboards shall not exceed a maximum height of 8.0 meters (26.2 feet).
(e) Digital billboards shall not exceed a sign area of 15.0 square meters (161.5 square feet).
(f) Digital billboards exceeding 4.5 meters (14.8 feet) in height must be structurally designed by a Registered Architect or a Professional Engineer licensed in the Province of Saskatchewan.
(g) Digital billboards must maintain a minimum setback of:
(i) 5.0 meters (16.4 feet) from property lines.
(ii) 55.0 meters (180.4 feet) from the centerline of municipal roadways.
(iii) 150.0 meters (492.1 feet) from a building containing a dwelling unit or the boundaries of a residential property.
(iv) 150.0 meters (492.1 feet) from traffic control signs or signals.
(v) 3.0 meters (9.8 feet) from roadway approaches or sight triangles.
(h) Digital billboards are not permitted adjacent to horizontal curves on public highways where curve warning signs with advisory speeds are posted.
(i) Digital billboards must be spaced at least 1,600 meters (5,249.3 feet) apart from other digital billboards.
(j) Digital billboards must utilize LED lighting technology to minimize energy consumption.
(k) Digital billboards must not exceed a brightness of 3.2 cd/m² above ambient lighting conditions.
(l) All digital billboards must include dimming mechanisms to ensure appropriate adjustments for nighttime conditions, to the satisfaction of the Development Officer.
(m) Digital billboards must display static images that remain unchanged for a minimum of 30 seconds.
(n) Transitions between images must occur instantly, without motion, fading, or animation effects.
(o) Flashing, blinking, intermittent lighting, sound, or video is prohibited.
(p) Digital billboards must not interfere with the amenities of the surrounding area, harm the environment, or obstruct wildlife corridors.
(q) Digital billboards must not interfere with sightlines, roadways, intersections, or railway crossings.
(r) Digital billboards must not resemble or interfere with traffic control signs.
(s) Digital billboards must include 24-hour contact information for the development permit holder.
(t) In the event of a malfunction, the billboard must either display a continuous static image or be turned off.
(u) Regular inspections are required to ensure compliance with structural and operational standards.
(v) Digital billboards are not permitted on properties containing portable signs or roof-mounted billboards.
(w) Digital billboards are to be set to static when located in proximity to a designated work zone.
(x) Digital billboards are only permitted on the right side of roadways when oriented for vehicle traffic.
(y) Digital billboards are subject to all applicable zoning bylaws and municipal regulations.
(z) Digital billboards must comply with provincial regulations and obtain all necessary permits from the Ministry of Highways when located near provincial highways.
Affected Land
The affected land is Commercial, Industrial, and Agricultural Districts within the Rural Municipality of Vanscoy.
Bylaw Inspection
Any interested person may inspect the Bylaw at the Municipal Office, located at 300 Main Street, Vanscoy, SK, Monday through Friday between the hours of 8:00 a.m. to 4:00 p.m. excluding holidays. Copies are available through the Office Clerk.
Public Hearing
Council will hold a public hearing on February 13th, 2025 at 9:45 a.m. in the Council Chambers at the Municipal Office to hear any person or group that wants to comment on the proposed bylaw. Council will also consider written comments received at the hearing or delivered to the undersigned at the Municipal Office before the hearing.
